Jonathan R. Peters is an associate professor of finance in the Business Department at The College of Staten Island of The City University of New York and a Research Fellow at The University Transportation Research Center at The City College of New York. He received his Ph.D. in Economics from the City University of New York and his Masters in Economics from Hunter College.

Dr. Peters previously worked in the Finance Division of AT&T Corporation where he was a subject matter expert on immigration and international finance. He serves on the Transportation Economics Committee of the National Academies of Science Transportation Research Board and the Board of the City University Institute for Urban Systems. He has served on a number of expert panels including the National Cooperative Highway Research Program and the Curriculum Committee of the National Transportation Leadership Program. His work on public-private partnerships was published in 2006 by the New York State Department of Transportation. He has previously published in The Journal of Applied Finance, Transportation Quarterly, Business Horizons, Public Works Management & Policy and most recently in Economic Letters. He currently conducts research in the areas of regional planning, road and mass transit financing, corporate and public sector performance metrics, capital costs and performance management.

Nora Santiago is a Geographic Information Systems Specialist at The City University of New York High Performance Computing Center, located at The College of Staten Island. In addition, she serves as a technical consultant to the Center for the Study of Staten Island. She received her Master of Science degree in Urban Affairs (May 2013) and a Bachelor of Arts degree in Geography (May 2003) both from Hunter College, the City University of New York.  Ms. Santiago specializes in the spatial analysis of social and demographic measures of equity, the spatial burden of taxation and geospatial analysis of transportation system performance.

Richard Flanagan (PhD Rutgers) is associate professor of political science with research interests in urban public policy and politics. He is the author of Mayors and the Challenge of Urban Leadership (2004) and co-author of Staten Island Politics: Conservative Bastion in a Liberal City (forthcoming). His research has appeared in Urban Affairs Review, the Journal of Urban Affairs and Presidential Studies Quarterly, among other outlets. He is principal investigator of the Staten Island Social Capital Community Benchmark Study, the first comprehensive study of social behavior in the borough using survey research techniques. Flanagan is a member of the board of the Staten Island Vision, an organization that works to build local civic capacity to meet public policy challenges. He has been active in the administration of CSI’s Center for the Study of Staten Island, and was co-chair of the College’s academic conference on the career of State Senator John J. Marchi, one of the borough’s most important public leaders in the 20th Century.  Flanagan is faculty liaison to CUNY’s Edward T. Rogowsky Internship Program in Government and Public Affairs; in that capacity he has supervised the field placement of over 250 undergraduate interns, many in legislative offices and not for profit organizations in the borough. Future research projects include the politics of transportation policy in the metropolitan region and an examination of the relationship between neighborhoods, city hall and the municipal bureaucracy in New York since 1961.

Cameron Gordon

Dr. Cameron Gordon is an Adjunct Associate Professor with the Centre for Research and Action in Public Health (CeRAPH)/Health Research Institute (HRI) within the Faculty of Health at the University of Canberra (UC) in Australia. He is also a Principal Investigator with the Social Policy Simulation Center/CUNY High Performance Computing Center at the City University of New York/College of Staten Island. He has been Associate Professor in Economics and Assistant Professor of Finance at UC and has held visiting appointments with the University of Sydney, Institute of Transport and Logistics (ITLS); Imperial College of London, Centre for Transport Studies (CTS); the TRANSyT Centre at the Polytechnic University of Madrid; and the Australian National University Research School of Economics. He has also held faculty appointments in finance with the City University of New York and in public policy with the University of Southern California. Before his academic career, Dr. Gordon had a long public service career which included work for the U.S. Congress Joint Committee on Taxation; the U.S. Department of Defense; and the New York City Municipal Water Finance Authority. Dr. Gordon has been on program committees for the Transportation Research Board (TRB) for over 20 years and currently serves on the Transportation Economics, Freight Economics, and the Congestion Pricing Committees.
